    Earthcare is a non-profit, non-governmental founded by a group of local Chinese enthusiasts. Its members combine considerable experience in animal welfare, ecology, education and administration.
  • Green Power
    Green Power is a non-profit charitable organization that aims at promoting a green lifestyle and campaign for environment protection.
  • Centre of Environment and Technology
    The Centre was formed by the Private Sector Committee on the Environment (PSCE) and is a non-profit environmental consultancy and information resources centre.

    8th Annual Business and Industry Environmental Conference and Exhibition
    The objective of this conference, organized by the Centre of Environment and Technology, was to raise the environmental awareness among industries and business. The conference took place from May 31 to June 4, 1999.

  • Central Policy Unit
    The Central Policy Unit (CPU) undertakes in-depth examination of complex policy issues, analyses options and recommends practical solutions as an alternative source of advice to the Chief Executive, the Chief Secretary for Administration and the Financial Secretary.
  • Public Sector Reform Forum
    Operated by the Efficiency Unit of the Hong Kong government, the Forum's aims are to promote continuous improvement in the provision of services to the public through the free exchange of knowledge about public sector reform.

Non-Government

  • Better Hong Kong Foundation
    Established in 1995, the Foundation is made up of 21 businessmen and local Hong Kong leaders who collectively saw the need to clear misconceptions about Hong Kong's future as expressed by individual international voices.
  • Hong Kong Policy Research Institute
    A non-government public think tank concerned with Hong Kong's long-term development.
  • Hong Kong Development and Strategic Research Centre
    The Hong Kong Development and Strategic Research Centre is a non-profit organization which aims at enhancing public participation in public policy deliberation.
  • One Country Two Systems Research Institute
    A privately funded research institute. The Institute has been focusing its research on major social and economic issues of the HKSAR and continues to serve as a non-government public policy think tank.

  • The Metroplan Study
    The study aims to plan and develop the framework for the restructuring of the Metro Area (covering Hong Kong Island, Kowloon, Tsuen Wan and Kwai Tsing) up to 2016 and beyond.
  • Study of Sustainable Development for the 21st Century
    Conducted by ERM (Environmental Resources Management) Hong Kong and commissioned by the Government, the study started in August of 1997 and is scheduled to be completed during the fall of 1999.

  • Basic Education: Latest Developments in Shanghai, Singapore and Taipei
    A public conference organised by the Central Policy Unit on 21 May 1999. This site includes discussion papers by the speakers, Mr. Zhang Minsheng, the Deputy Director-General of the Shanghai Municipal Education Commission; Dr. Aline K Wong, the Senior Minister of State for Education at the Ministry of Education in Singapore; and Dr. Ou Yung-sheng, President of the National Taipei Teachers College.
  • Making IT Work for Education: The American Experience
    A public conference held by the Central Policy Unit on 23 January 1998. Includes papers by Dr. Linda G. Roberts, Director of the Office of Education Technology at the U.S. Department of Education, and response papers from leading educators in Hong Kong.
